Trustees Re-Appointed to Nash Community College Board of Trustees
Three trustees were re-appointed to the Nash Community College Board of Trustees for an additional four-year term beginning July 1: Russell Proctor, III (recommended by North Carolina House of Representatives), Paul Jaber (recommended by North Carolina Senate) and C.E. (Sonny) Foster (recommended by Nash County Board of Commissioners).
Proctor has served on the NCC Board of Trustees for several years and was elected as vice chairman during the 2023-2024 academic year under the larger scope of Chairman James Mercer.
He brings a wealth of experience in business and finance to his continued role for NCC. He has been employed by Stifel Nicolaus in Rocky Mount since 2010. Over his career, Proctor has served on many Rocky Mount area nonprofit organization boards, served as chairman of the Rocky Mount Area Chamber of Commerce and has served on state government executive agency board(s) for North Carolina.
Jaber has a history of service to Nash Community College. He was first appointed to the Nash Community College Board of Trustees in 2007 by Gov. Mike Easley and has been re-appointed five times.
He served as board chairman from 2017 to 2020. During his time as chairman, the college completed construction on two new buildings housing advanced manufacturing and cosmetology and presided over the selection process for the hiring of NCC’s fifth president in 2019.
Also, during this time, the college renovated a space to house the new Veterinary Medical Technology degree program, which has since opened the new Braswell Veterinary Medical Technology building earlier this year in May.
Foster joined the Nash Community College Board of Trustees in 2013. As the 2020-21 board chairman, Foster also joined the NCC Foundation Board of Directors. Foster is the President of Smithson Inc. He is a Mason, a member of the National Eagle Scout Association and a member and Elder of First Presbyterian Church in Rocky Mount.
“I was pleased and relieved when I received confirmation that Trustee Jaber, Trustee Proctor and Trustee Foster had been re-appointed for another term on the Nash Community College Board of Trustees,” said Dr. Lew K. Hunnicutt, president of NCC. “Each has served on the board for many years, and I can easily say that the college would not be where it is without their leadership. I have depended on their leadership and mentorship very often during my presidency and look forward to working with these Trustees and the entire board for years to come.”
As authorized by the state’s legislature, the board is responsible for governing the college in accordance with state and federal laws and with N.C. Community College System regulations.
The college’s board comprises 13 members. The NC House, NC Senate and Nash County Board of Commissioners appoint four members each. The college’s Student Government Association president also has a non-voting seat on the Board of Trustees.
